Local governance & statutory origins
Legal Basis
The Municipality of Mapandan operates under Republic Act No. 7160 (Local Government Code of 1991), situated within the Third Congressional District of Pangasinan. The Sangguniang Bayan — a unicameral local legislative council — exercises municipal legislative power, presided by the Municipal Vice Mayor and composed of elected councilors alongside ex-officio representatives from the Liga ng mga Barangay and the Sangguniang Kabataan Federation.
Historical Origins
Originally an agricultural barrio of Mangaldan referred to as balon baley ("new town"), Mapandan was first established as an independent pueblo pursuant to Direction General No. 39, Administration Civil No. 169-C, promulgated by Governor General Emilio Bravo on December 28, 1887. Following population and fiscal losses caused by an epidemic in 1905 that temporarily reverted Mapandan to Mangaldan's jurisdiction, the municipality was re-established under American civil administration through Executive Order No. 10, signed by Governor General James F. Smith in 1909.

Resolution
